A convicted bigamist with ties to two of her 10 former husbands who live in Gloucester is scheduled to be released from prison on Jan. 14. Shirley Smith Smart is the target of a lawsuit filed last year by Elden Bowen, who married her in 2004, At the time, however, Smith Smart was married to another man. Bowen is suing Smith Smart for $434,000 in Gloucester County Circuit Court, alleging she cheated him out of his house in the Carter’s Cover subdivision as well as his personal belongings.

Commonwealth Applied Silica Technologies plans to open a manufacturing facility in Campbell County that’s expected to create 300 jobs. Richmond-based Commonwealth plans to invest $35 million in the new facility, which will be constructed on the former Archer Creek Foundry site. The facility will process silica ore and extract high-value components for resale. President C. Richard Scales Jr. told media outlets that the company chose Campbell County because of the area’s proximity to air and rail transportation, its skilled workforce and its higher education institutions.

 
 

The skipper of a Navy attack submarine has been removed from the job after colliding with a guided-missile cruiser. Cmdr. Thomas Winter was relieved of his duties as commanding officer of the USS Montpelier on Friday due to a loss of confidence in his ability to command. The USS Montpelier and the USS Jacinto collided off the coast of Florida in October during routine training operations and no one was injured. The Navy said in a statement that an investigation into the incident revealed that the primary cause of the collision was human error and poor teamwork. Winter has been reassigned to administrative duties at Submarine Force Atlantic headquarters in Norfolk, Va.
 
 

Virginia Beach’s mayor is setting a Monday deadline for Comcast Spectacor and an NBA team to agree on a lease for a proposed $300 million arena. Mayor Will Sessoms tells media outlets that the city can’t ask the General Assembly to provide $150 million for the project if there’s no lease agreement. City officials plan to partner with the Philadelphia-based sports and entertainment company to try and lure an NBA team to the town with an 18,500-seat arena near the Oceanfront. A specific team hasn’t been mentioned. A likely target for relocation would be the Sacramento Kings, which failed to reach a deal to build a new arena there last spring.
 
 
Gov. Bob McDonnell says Virginia has launched a redesigned and faster state government website.
The governor said Friday that the Virginia.gov website is intended to streamline citizens’ access to Virginia government. The site has a new look, and it aims to enhance Virginia’s image as a top state for doing business and raising a family. McDonnell says five rounds of citizen usability testing were conducted on the desktop and mobile versions of the site, and testing verified that tasks can be completed faster on the new version of the website, which also loads more quickly.
